What Is HTM 03-01 Part A Validation?
HTM 03-01 Part A validation is the formal process of confirming that a newly installed or significantly refurbished ventilation system performs to its design specification and meets all requirements of Health Technical Memorandum 03-01. It is a mandatory step before any critical ventilation system can be handed over for clinical use.
Validation must be carried out by a competent, independent specialist, not the installing contractor, to ensure impartial reporting and genuine confidence in compliance.

Why Independence Matters for Validation
Most validation is carried out by the company that installed the system, creating an obvious conflict of interest. If the system fails, they are reporting on their own work.
